Lead: Cancer concerns amongst Connecticut Police have led to the ban of hand-held radar guns in Meriden, Conn.

I think that this definately gets a response from the reader, but needs more of a factual backup. There's no sense of who delivered the speech, or what led up to the ban. Personally, I wasn't sure whether I should have mentioned that three officers were searching workers comp because of cancer concerns from working with the guns. I think that you made the right choice in terms of cutting that out; gets the info across without drawing the storyline too thin.
